1. Journal Policy 

1.1 The journal's publishing ethics policy is based on the recommendations and standards of the Committee on Publication Ethics (COPE).

1.2 The main purpose of the journal is to ensure a comprehensive and in-depth publication of modern achievements in the field of military affairs, up-to-date scientific knowledge and practical developments. The publication seeks to promote the systematic development of theoretical and Applied Research, which includes the main directions: the development and improvement of weapons and military equipment, the study and introduction of innovations in military art, as well as the improvement of systems for training and education of personnel. Particular attention is paid to the issues of digitalization of the army, the introduction of advanced digital technologies and ensuring cybersecurity, which in modern conditions is an important factor in improving the efficiency and security of the Armed Forces.

1.3 The tasks of the journal include:

Providing authors with the opportunity to publish the results of fundamental and applied research in fields such as military technology, military digital technologies, military training and education, as well as cybersecurity;

Expanding the distribution and indexing opportunities of published scientific works, ensuring their inclusion in various international databases.

2. Scientific Publishing Ethics

The journal is a peer-reviewed journal that adheres to international standards of publishing ethics and scientific practice. The journal strictly follows the principles of ethics based on the Code of Conduct and standards of scientific work established by COPE, and is guided by the recommendations of leading global scientific publications.

2.1 Ethical obligations of authors

Authors must ensure that all individuals listed as authors genuinely meet the criteria for authorship. Authorship should be limited to those who have made a significant contribution to the research, participated in preparing the manuscript or its critical revision, approved the final version, and are responsible for the scientific integrity of the work.

Before submitting the manuscript, authors must carefully verify the list of authors and their order, as well as obtain the consent of all co-authors to submit the material to the journal.

Authors must only submit original works that have not been previously published. Plagiarism in any form is strictly prohibited. When citing other research, the appropriate sources must be provided. It is also important to avoid redundant publication, such as submitting the same research to multiple journals or self-plagiarism.

Authors must submit only accurate data and ensure proper documentation. When using confidential or proprietary data, authors must comply with ethical guidelines and the relevant legislation. Publicly sharing the content of reviews or editorial correspondence is considered a breach of ethical standards.

Authors must disclose any potential conflicts of interest, including financial, personal, or institutional relationships that may affect the interpretation of their research results. This includes financial sponsorship, relationships with organizations that may benefit or lose from the publication, and personal relationships that may affect the objectivity of the work.

All sources of funding for the research, including grants and other financial contributions, should be clearly stated.

Authors conducting research involving humans, animals, or confidential data must comply with ethical standards to protect the rights and dignity of participants. All ethical approvals must be obtained before starting the research. When working with confidential data, the consent of the participants must be obtained, and data processing must comply with regulations such as GDPR or HIPAA.

2.2 Ethical obligations of reviewers

Manuscripts submitted to the journal are confidential and should not be disclosed without the author's consent, except when necessary for editorial work. Reviewers should not use manuscript materials for personal or professional purposes.

Reviewers must evaluate the manuscript in a professional and constructive manner, avoiding personal attacks. The evaluation should be based on scientific significance, originality, methodology, and the relevance of the work, without regard to the authors' personal views, ethnic background, or gender.

If a reviewer has conflicts of interest with the authors, they should recuse themselves from reviewing the work. Reviewers must report any circumstances that may compromise their objectivity.

Reviewers should only agree to review if they can complete the review within the time frame. If unforeseen obstacles arise, the reviewer must inform the editorial team and request an extension.

If a reviewer detects signs of plagiarism, data falsification, or other ethical violations, they should promptly notify the editorial team.

2.3 Ethical obligations of editors

Editors must make decisions based on the scientific significance and relevance of the work to the journal's scope, without influence from external factors or personal interests. This includes fully avoiding conflicts of interest.

Editors are responsible for maintaining the confidentiality of submitted materials, as well as the identities of authors and reviewers. All materials related to the review process should not be used for personal or professional purposes by the editors.

Editors must disclose and resolve any conflicts of interest that may affect their decision-making process. They must ensure that their decisions are based solely on the scientific value of the article.

Editors must make fair, transparent, and timely decisions regarding manuscript publication, with constructive feedback for the authors.

Editors are responsible for identifying and addressing ethical issues, including plagiarism, data falsification, or confidentiality violations. If violations are detected, an investigation must be conducted in accordance with the ethical standards and journal policy.

2.4 Artificial Intelligence (AI) Policy

Generative AI tools should not be listed as authors. If AI is used to create or analyze content (such as writing text, conducting research, or generating images), this should be indicated in the "Materials and Methods" section. Authors are responsible for the accuracy of the submitted material and must check it for plagiarism and falsification.

Reviewers should not upload manuscript materials to AI tools, as this could lead to the leakage of confidential information. AI may be used to improve the language quality of reviewers' comments, but the reviewer is responsible for the accuracy and confidentiality of their report.

Editors must maintain the confidentiality of manuscripts and refrain from using AI to assess materials to avoid potential data security risks.

Actions in case of ethical violations: If there are suspicions of ethical violations, the editorial team will follow the procedures established by COPE to investigate the situation and take appropriate measures.

3. Archiving Policy

Each article (since 2021) will be assigned a DOI (Digital Object Identifier) by the publisher. The use of the DOI allows for unique identification of the object and access to detailed information about it. When an article with a DOI is published in any journal indexed in Scopus, Web of Science, or other bibliographic databases, data about the article and the author will be included in these databases.

Printed versions of each new issue are transferred to the VISW library and distributed via mail according to the mandatory distribution list:

Military departments of universities.

Electronic version storage: The electronic versions of each new issue are placed in the archive of the website https://journal-visv.kz/index.php/kd/issue/archive for free access. The website is equipped with a search system in Kazakh, Russian, and English.

4. Manuscript Submission Conditions

First stage (5 working days):

- Submitted materials are checked according to the "Author Guidelines";

- the similarity report is analyzed in the system StrikePlagiarism.com:

1) Similarity coefficient 1 (KP 1) - 25% and below.

2) Similarity coefficient 2 (KP 2) - 5 and below.

3) The uniqueness of the text is 80% or more.

4) AI- 40% and below.

If the manuscript does not meet the journal’s formatting requirements or is not original according to the plagiarism check, it will be returned to the author for revision and resubmission to the editorial board via the journal's electronic platform. A maximum of two checks in the StrikePlagiarism.com system is allowed, and if plagiarism is found again, the material will be rejected.

Second stage (30 working days): Double-blind peer review is conducted.

Authors are given 5 working days at each stage to revise the material; if the material is not revised after the given time, it will be rejected.
