Guidelines for Reviewers
This document defines the rules for reviewing articles intended for publication in the scientific and informational journal of the Military Institute of the Land Forces named after Sagadat Nurmagambetov.
The purpose of peer review is to ensure the high quality of scientific publications.
All materials submitted to the journal’s editorial office that correspond to its scope are subject to mandatory expert evaluation.
An article may be accepted for consideration by the journal only if it fully complies with the formatting requirements set out in the “Guidelines for Authors.”
Article evaluation is carried out by reviewers.
Reviewers must be recognized experts in the field of the submitted material. They must have a Hirsch index of at least 2, hold a Candidate of Technical Sciences or a Doctoral degree in the relevant field, and a PhD degree.
In addition, within the last five years, they must have published at least 3 articles in journals indexed in international databases such as Web of Science or Scopus, as well as at least 10 articles in journals recommended by the Committee for Control in the Sphere of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan for publishing main scientific results.
Requirements for the Content of the Expert Review
The expert review should constitute a professional analysis of the article, provide an objective and well-reasoned assessment of its content, and include specific recommendations.
When evaluating an article, special attention should be paid to the following aspects:
- Overall assessment of the scientific level, correctness of terminology, logical structure of the article, and relevance of the chosen topic.
- Evaluation of the quality of presentation in terms of language and style, as well as compliance with formatting requirements.
- Scientific validity of the presented materials and the conformity of the methods, methodologies, recommendations, and results used by the author with modern scientific achievements and practical experience.
- Compliance of the overall volume of the article and its individual parts (text, tables, illustrations, references) with established standards. If necessary, recommendations should be given for reducing the volume, specifying which elements can be shortened.
- Justification for including tables and illustrations and their relevance to the content.
- Identification of inaccuracies and errors made by the author.
The reviewer must provide the author with recommendations for improving the quality of the manuscript. The reviewer’s comments and suggestions should be objective, principled, and aimed at enhancing the scientific and methodological level of the article.
The concluding part of the expert review should contain well-founded conclusions about the article as a whole and a clear recommendation regarding the advisability of its publication in a specific scientific field approved by the journal’s Editorial Board.
If the manuscript receives an overall negative evaluation, the reviewer must provide a detailed justification of their conclusions.
